from wyatt, the fiscal cliff also includes 1.2 trillion in mandatory spending cuts. congressional democrats and republicans agreed to these drastic cuts last year, to force both parties to the table on deficit reduction. if they can agree by monday at midnight, the following cut take effects. over the next nine years, the u.s. defense budget would be reduced by $455 billion. domestic programs would be slashed by 464 billion. 1,000 government programs face potential cuts, including three that directly impact air travel. john bentley has the story. >> reporter: long waits at airport security are nothing new. but if the u.s. government goes over the fiscal cliff, they could get even longer. according to one congressional analysis, the transportation security administration would lose more than $640 million in funding, roughly 7% of out budget. t.s.a. with would also lose over 7,000 security officers. safety would not be compromised. the passenger misery would increase. >> it could be a severe impact on the traveling public. instead of maybe one hour, you may be there two or three hou

of the basics, what's happening right now. here's where we stand with the fiscal cliff. first of all, who's doing the negotiating? ice the top two senators, senator reid for the democrats, senator mcconnell for the republican, and it is their staff who are working out details right now. what are they talking about? mainly trying to find a way to avoid those tax hikes for most americans. that could also include an extension of unemployment benefits. what is unclear is whether other things such as budget cuts eliminating that sequester that's coming up or other things will be in that deal. when will all of this happen? the soon they could vote is tomorrow, but leadership tells us that they are just hoping to get the outlines of a deal to their members tomorrow so a vote also possible monday. that's when senator reid has said he wants the vote to hap n happen. again, just to be clear, we don't think anything on the sequester will be in this deal at this point or the debt ceiling. those are other issues floating around. right now this deal seems more focused and small. let's listen to what t

are quietly saying that they think it's better to go over the fiscal cliff rather than go ahead and delay the tax increases and more importantly the spending cuts. the other thing you get out of that is if you allow the tax increases to go into effect a lot of those republicans think they have a better shot at tax reform next year when you instantly have a broader tax base. the numbers are sort of come complex. when the bush tax cuts went into effect fewer people had an income tax liability. this is what mitt romney was talking about last year with the 47%. if the tax rates increase you all of a sudden have more people paying income taxes and you just have a broader, higher rate to play with. next year when they come back they can get rid of some of the duck -ts and what not and lower the rates and overall have a lot more money in the system to play with, a lot more options. they think they are better shape for tax reform if they come back next year with the rates having gone up. >> reporter: and by not allowing the president to just add nah see um raise the debt level, they have leverage
